Story: After failed assassination attempt, Seth is furious and his immediate reaction is to go after them and hunt them down. That’s where HATE intervenes and reminds Seth of the priorities.

Converting more of the heathens has bigger impact for this round of the game than following a handful of escape artists. This is a numbers game after all. Was this a shortsighted decision to optimize for short-term success? I guess we’ll know when all rounds have been played.
